David Spencer Quall was an American politician who served as a Democratic member of the Washington House of Representatives from the 40th district from 1993 to 2011.
Quall, of Mount Vernon, served in the state House of Representatives for 18 years, where for years he chaired the Education Committee and — known for a dapper yellow jacket he’d wear when spring arrived — was dubbed “Mr. GQ” by then-Gov. Gary Locke.
